CFMEU FOREST AND FOREST PRODUCTS DIVISION

NATIONAL POLICY ON INTERNAL PROMOTION, RECRUITMENT AND SELECTION PROCESS

ENDORSED BY THE NATIONAL EXECUTIVE

7th March 2001


This document sets out the Policy of the CFMEU Forest & Furnishing Products Division on the Recruitment and Selection Process for the information of Members, Officials, Officers and Staff.

Included with this Policy is an introduction which provides a background for the reading and application of the Policy.

This Policy is binding on all CFMEU Forest & Furnishing Products Division Members, Officials, Officers and Staff.

Any queries about the Policy should be directed to either the Branch or National Office.


Objectives

The CFMEU Forest & Furnishing Products Division will recruit and retain appropriate staff to meet its current and future needs, in accordance with this Policy.

The Union will ensure a fair and equitable process is undertaken in the promotion and selection of staff based on merh and consistent with the values and principals of Equal Employment Opportunity and Diversity.:

The Union will create where possible, opportunities for rank & file members as another avenue to progress their career paths.

This Policy meets the requirements under the Equal Opportunity for Women in the Workplace Act 1999.

Guidelines of Process

Advertising

The CFMEU Forest & Furnishing Products Division will advertise vacant positions in the following manner:

Internal

Current staff and members wishing to apply for a position available will be encouraged to do so through internal notices of vacancy or through the internal network.

External

If necessary, an advertisement in the relevant newspaper specific to the location of the position will be advertised. If no appropriate applicants apply in accordance with the job description, further advertising will be sought in other newspapers within the State and Nationally if necessary.

An advertisement for a vacancy will contain the following minimum information:

  • Divisional Branch of the CFMEU Forestry Division
  • Job desciption/overview
  • Position
  • Salary
  • Employment details – Full Time, Part Time, Casual
  • Length of contract if applicable
  • Contact details for job specification if required
  • Funding Bodies if necessary
All advertisments will display 'CFMEU Forest & Furnishing Products Division is an Equal Opportunity Employer'.


Selection

Branches will ensure a panel is established with a minimum of three and maximim of five persons, all of whom have been trained in recruitment and selection/interview techniques. At least 1/3 of the panel will be an Affirmative Action position.

At the end of the interview process of all applicants, the panel will determine the appropriate person for the position in accordance with the objective of this policy.


Interviews

Each potential applicant will be notified in writing or by phone the details of the interview including, date, time, venue, length of time allocated and any further information they need to be fully prepared for their interview.


Notification

The Panel will take no longer than one week from the day of interviews to reach their decision.

The Branch Secretary or Panel member authorised by the Branch Secretary will notify the successful applicant within 24 hours of a decision being reached.

All other applicants will be notified thereafter, within the same 24 hours by phone or within a further seven days, in writing.


Positive Discrimination

The Branch Secretary endorsed by the Executive or Committee of Management will determine if positive discrimination is to be encouraged with any vacancies.

Positive Discrimination shall include, although not be limited to Affirmative Action for women, minority groups such as Aboriginal and Torres Strait Islanders, Non English Speaking Background and People with disabilities.


Role of the CFMEU Forest & Furnishing Products Division

The CFMEU Forest & Furnishing Products Division will ensure the intent of this policy is adhered to, as well as a commitment to creating opportunities within the organisation, in particular to funding opportunites (where possible) to maximise resources within the organisation.

The Union will ensure that sufficient people are trained in recruitment and selection procedures so a broad range of people are able to participate in the conduct of interviews as panel members.

Appeal Process

Where an applicant feels that this Policy has not been adhered to during the course of their promotion, recruitment and selection process, the applicant may appeal the process by submitting in writing the reasons for the appeal to the Branch Secretary.

If the Branch Secretary was involved on the Panel then the applicant can address the letter to the National Secretary.

In respect to National Office vacancies, all letters of appeal will be addressed to the National Secretary unless the National Secretary was involved on a Panel, in which case letters will be addressed to the National President of the CFMEU.

Written notification of an appeal must be lodged within 5 working days of the applicant receiving notification of the outcome. An appeal will be investigated by the Branch Secretary, National Secretary or National President within fourteen days of receipt of the written appeal.
